City University Malaysia Partners with MINDEF to Empower Malaysian Armed Forces Personnel Through WBL 2.0 Programme

City University Malaysia (CityU) has strengthened its commitment to lifelong learning and workforce development through the launch of the Work-Based Learning (WBL) 2.0 Programme, Cohort 2/2026, in collaboration with Malaysia’s Ministry of Defence (MINDEF) and the Malaysian Armed Forces (ATM). The programme began with a two-day registration and orientation at the university’s Cyberjaya campus, preparing participants for their academic journey through briefings, portfolio development and practical learning sessions.
Designed exclusively for personnel from the Royal Malaysian Navy, Malaysian Army and Royal Malaysian Air Force, WBL 2.0 enables military personnel to pursue higher education while remaining in active service. By recognising workplace experience, leadership and professional competencies, the programme converts practical expertise into nationally recognised qualifications aligned with Malaysian Qualifications Agency (MQA) standards.
Officiated by Deputy Secretary-General (Management) of MINDEF, Datin Roszanina Wahab, the launch highlighted the importance of continuous education in preparing a future-ready workforce. Participants will complete one of three diploma programmes—Management, Human Resource Management, or Occupational Safety and Health—within eight months through a flexible learning model supported by a Massive Open Online Course (MOOC) platform.
City University Malaysia noted that the initiative supports national talent development while paving the way for future collaborations in degree programmes, professional certification, research, innovation, leadership development and skills enhancement for Malaysia’s defence sector.
