CityUHK Deepens International Collaboration with MoU Signed with Uruguay’s Largest University

City University of Hong Kong (CityUHK) has entered into a Memorandum of Understanding (MoU) with Universidad de la República (UdelaR), Uruguay’s largest university, to establish a comprehensive academic partnership. This collaboration is designed to facilitate personnel exchanges, student exchanges, and joint research initiatives, with the aim of advancing the internationalization of higher education.
Signing Ceremony
The signing ceremony took place on November 6, attended by Professor Mariana Seoane, Vice President of UdelaR, and Mr. Federico Lage, Consul-General of Uruguay in Hong Kong. They were welcomed by Professor Li Wen Jung, Vice-President of Talent and International Strategy at CityUHK, along with other senior university officials.
Recognition and Ranking
CityUHK has been recognized by Times Higher Education as the “Most International University in the World” for two consecutive years (2024-2025) and ranks 7th in Asia according to the QS Asia University Rankings 2026. During the ceremony, Professor Li highlighted the university’s commitment to developing partnerships across Europe, Central Asia, and the Middle East, noting that this MoU marks a significant step into South America. He expressed confidence that this collaboration would yield important advancements in research innovation, talent development, and academic exchanges.
About UdelaR
Professor Seoane noted that UdelaR, established in 1849, is the oldest and largest institution of higher education in Uruguay. She conveyed optimism regarding the partnership with CityUHK, indicating that it is expected to enhance academic and cultural exchanges for both students and faculty.
Potential Collaborations
The discussion also addressed potential collaborations in various disciplines, including biomedicine, veterinary medicine, engineering, and the humanities and social sciences. Strategies for the development of higher education, innovation, and entrepreneurship were also explored.
Framework of the MoU
The MoU formalizes a framework for regular exchanges of academic and research personnel to promote dialogue and methodological sharing, alongside a student exchange program aimed at broadening global perspectives and enhancing practical skills. Both institutions aspire to jointly conduct research and collaboratively address both global and local challenges.
Future Aspirations
CityUHK aims to continue fostering an international learning environment by establishing strategic partnerships with leading universities worldwide, thereby furthering the progression and innovation of international education.
