UST Partners with PAWS to Promote Animal Welfare Through Kabali-Cat Program

The University of Santo Tomas (UST) officially joined the Kabali-Cat program through a Memorandum of Agreement (MoA) signing with the Philippine Animal Welfare Society (PAWS) on June 5, 2026, at the Rector’s Hall. The partnership highlights a shared commitment to responsible animal welfare and sustainable campus management.
Kabali-Cat is PAWS’ Trap-Neuter-Vaccinate-Return (TNVR) program, a humane and effective approach to managing stray cat populations. Through this initiative, UST aims to ensure the well-being of campus cats while maintaining a safe, healthy, and balanced environment for the Thomasian community.
The agreement was signed by UST Rector Very Rev. Fr. Richard G. Ang, O.P., PhD, UST Health Service Director Dr. Sheryl M. Dionisio, PAWS Executive Director Atty. Anna Nieves Cabrera, and PAWS Director Maria Cristina Martinez.
Fr. Ang emphasized that campus cats can provide comfort and companionship while also deserving proper care and protection. He noted that the partnership seeks to balance animal welfare with concerns related to safety, ecological sustainability, and the responsible use of shared spaces.
Atty. Cabrera, a UST alumna, highlighted the importance of fostering coexistence between the campus community and its feline residents. With this partnership, UST joins nearly 30 universities, malls, and companies participating in the Kabali-Cat program.
