Indonesia’s Strategy to Enhance Universities into World-Class Institutions

The Indonesian Ministry of Higher Education, Science, and Technology is focusing on the transformation of Indonesian universities into World Class Universities (WCUs). This initiative involves strengthening the innovation ecosystem and learning from international practices.

Comprehensive Transformation for Global Recognition

Mukhamad Najib, the Director of Institutional Affairs, emphasized that achieving WCU status involves more than improving rankings. He highlighted the need for a comprehensive transformation within Indonesia’s higher education system to position it as a global reference point.

Local Wisdom and Quality Enhancement

During a discussion event in Jakarta on February 13, 2026, Najib noted the potential of Indonesian local wisdom, especially in the social sciences, while stressing the importance of enhancing the quality and visibility of Indonesian universities.

Insights from Malaysian Advancement

The event featured a presentation by Dato’ Seri Zaini bin Ujang, a Malaysian academic recognized for his contributions to advancing Malaysian universities to WCU status. He shared strategies that could help Indonesian institutions achieve similar recognition, including cultivating competitiveness through visionary leadership, focused research initiatives, regular performance evaluations, and targeted strategies for internationalization.

Successful Malaysian Initiatives

Zaini pointed out that several Malaysian universities rank among the top 200 globally according to QS rankings. This success is attributed to a robust innovation ecosystem supported by national policies. The event also discussed challenges within global higher education, particularly the need to maintain access and affordability without compromising quality in the face of limited funding.

Key Elements for World Class Universities

Key elements identified for enhancing WCU status included academic leadership, a strong research culture, collaboration with industry, and sustainable funding models. The Ministry of Higher Education views discussions among university leaders as essential for shaping a framework to implement WCU strategies throughout Indonesia.

Long-term Strategy for Global Competitiveness

The ministry’s objectives for achieving WCU status include improving academic leadership, establishing accountable governance systems, and promoting actionable internationalization strategies. This approach reflects a commitment to enhancing the global competitiveness of Indonesian universities while aligning with the country’s identity and needs. The transition is part of a long-term strategy aimed at fostering scientific independence and improving Indonesia’s standing in the global higher education arena.
