Australian High Commission Seminar on Freedom of Navigation: Insights and Perspectives

On May 5, 2025, the Australian High Commission hosted a seminar titled “Regional Perspectives and the International Legal Framework on Freedom of Navigation” at the ANCORS Southeast Asia Maritime Institute, situated at the UOW Malaysia Glenmarie Campus. This event marked the inaugural seminar conducted on campus following the institute’s launch on December 4, 2024, by Australia’s Foreign Minister, the Hon. Penny Wong.
Opening Remarks
The seminar included remarks from HE Ms Danielle Heinecke, Australia’s High Commissioner to Malaysia, who highlighted the collaboration between ANCORS and UOW Malaysia in positioning the university as a regional center for maritime policy and maritime law.
Panel of Experts
A panel of experts participated in the seminar, featuring a moderated session led by Mr Karisma Putera Abd Rahman. Key contributors included:
- Professor Stuart Kaye, Director of ANCORS, who discussed the international legal framework governing freedom of navigation.
- His Excellency Mr Noriyuki Shikata, Ambassador of Japan to Malaysia, who provided a regional perspective on the topic.
- Professor Dr Jason Chuah, Dean of the Faculty of Law at Universiti Malaya, who shared his insights on legal matters.
- Dr Saidatul Nadia Abd Aziz, Associate Professor from Taylor’s University, who offered her research insights.
Significance of the Seminar
The seminar emphasized the importance of open dialogue and expert engagement in navigating the complex legal and geopolitical dynamics associated with maritime issues in the region. The Australian High Commission and the ANCORS Southeast Asia Maritime Institute plan to conduct additional events in the future to foster understanding and cooperation on crucial ocean-related topics. This initial seminar establishes a foundation for the Institute’s ambition to become a key center for maritime expertise in Southeast Asia.
