LKYSPP and YST Sign MOUs with Vietnamese Partners During Visit by Vietnam’s Top Leader

The Lee Kuan Yew School of Public Policy (LKYSPP) at the National University of Singapore (NUS) has entered into a Memorandum of Understanding (MOU) with the Ho Chi Minh National Academy of Politics (HCMA) to enhance leadership training and development. This agreement was formalized during the visit of His Excellency Mr. Tô Lâm, General Secretary of the Communist Party of Vietnam, on March 12, 2025.
Objective of the MOU
The MOU is designed to develop programs aimed at Vietnamese senior party members, government officials, and senior civil servants. These programs will focus on essential themes including good governance, digital transformation, green transition, and reforms in public administration. This agreement forms part of a larger initiative introduced by NUS President Professor Tan Eng Chye during Mr. Lâm’s visit, which featured a policy address and a moderated dialogue session led by Singapore Senior Minister Mr. Teo Chee Hean.
Commitment to Global Collaborations
In his address, Professor Tan emphasized NUS’s commitment to fostering global collaborations to advance education, research, and innovation. He noted that Mr. Lâm’s visit marks a significant development in NUS’s engagement with Vietnam and encourages continued relationship-building within the university community.
Strengthening Bilateral Relations
Mr. Lâm’s three-day visit to Singapore was focused on strengthening bilateral relations between Vietnam and Singapore, culminating in the establishment of a Comprehensive Strategic Partnership, which represents the highest level of diplomatic agreement. In his opening remarks, Mr. Teo reaffirmed both nations’ dedication to bolstering their existing connections and exploring new avenues for cooperation.
Vietnam’s Goals for Modernization
During the visit, Mr. Lâm outlined Vietnam’s goals for modernization and development through the utilization of Singapore’s expertise in science and technology. He highlighted the significance of scientific innovation and digital transformation as critical to navigating globalization and enhancing economic integration.
Cultural Exchange and Collaboration
Subsequent to the discussions at LKYSPP, Mr. Lâm attended an event at the Yong Siew Toh Conservatory of Music (YST), where he, along with Deputy Prime Minister Heng Swee Keat and the Vietnamese delegation, participated in a musical performance celebrating the friendship between the two nations. At this event, YST and the Vietnam National Academy of Music also signed an MOU aimed at promoting collaborative research, development, and exchanges of faculty and students.
Launch of Start-up Acceleration Program
Furthermore, NUS is set to launch a start-up acceleration program, named Univentures@BLOCK71, which seeks to assist Vietnamese start-ups in seizing new opportunities and scaling their operations. This initiative will partner with the Vietnam National Innovation Centre and the Tony Blair Institute for Global Change, alongside collaboration from the Temasek Foundation, to bolster Vietnam-Singapore cooperation.
